Official abstract
This rule amends the Immigration and Naturalization Service (Service) regulations to implement pilot programs to charge fees for inspection service provided to selected land border Ports-of-Entry (POEs). Limited resources and increasing commuter traffic over the land borders has resulted in costly delays to transborder travelers. Pilot projects, such as the Dedicated Commuter Lanes (DCLs), in which eligible groups may expeditiously enter the United States through designated lanes, will enabled the Service to increase staffing, enhance inspection services, and reduce delays in crossing the border.
