F-1 employment other than practical training
What the regulation provides about on-campus employment, off-campus authorisation, and the severe economic hardship provision.

On-campus employment
- The regulation provides that on-campus employment must be performed on the school’s premises, including on-location commercial firms providing services to students such as a bookstore or cafeteria, or at an off-campus location educationally affiliated with the school. 8 CFR 214.2(f)(9)(i)
- It states that employment with on-site commercial firms which do not provide direct student services — the example given is a construction company building a school building — is not on-campus employment for this purpose. 8 CFR 214.2(f)(9)(i)
- It requires that the employment be an integral part of the student’s educational program, and provides that it must not exceed 20 hours a week while school is in session. 8 CFR 214.2(f)(9)(i)
Off-campus work authorisation
- The regulation provides that a student may be authorised to work off-campus on a part-time basis after having been in F-1 status for one full academic year, provided the student is in good academic standing as determined by the DSO. 8 CFR 214.2(f)(9)(ii)(A)
- It limits part-time off-campus employment authorised under this provision to no more than 20 hours a week when school is in session, and permits full-time work during holidays or school vacation. 8 CFR 214.2(f)(9)(ii)(A)
- It provides that the employment authorisation is automatically terminated whenever the student fails to maintain status. 8 CFR 214.2(f)(9)(ii)(A)
Severe economic hardship
- The regulation provides that where other employment opportunities are not available or are otherwise insufficient, an eligible student may request off-campus work authorisation based on severe economic hardship caused by unforeseen circumstances beyond the student’s control. 8 CFR 214.2(f)(9)(ii)(C)
- It gives loss of financial aid or on-campus employment without fault on the part of the student as an example of such circumstances. 8 CFR 214.2(f)(9)(ii)(C)
