Job boards that mention sponsorship read labor condition applications, which record what an employer said it intended to do. This shows what USCIS decided afterwards, across 353,350 employers: approvals, denials, whether the employer is cap-exempt and so outside the March lottery, and whether filing volume is rising or falling.
Work authorisation
CPT covers an internship, co-op or practicum that is integral to the course of study. It is authorised by the DSO in SEVIS and shown on the Form I-20 before work begins, never retroactively, and needs no USCIS fee or EAD card. Twelve months or more of full-time CPT removes eligibility for post-completion OPT (8 CFR 214.2(f)(10)(i)).
OPT gives twelve months of work authorisation per higher degree level, with unemployment capped at 90 days in aggregate (8 CFR 214.2(f)(10)(ii)(E)).
STEM OPT adds 24 months for a qualifying degree with an E-Verify employer, and adds 60 days to that unemployment cap rather than granting a fresh allowance.
Cap-exempt H-1B covers higher education institutions, their affiliated nonprofits, and nonprofit or governmental research organizations. There is no March registration and no annual limit, so a petition can be filed at any time of year. The exemption belongs to the employer, not the worker (INA 214(g)(5)).
What is listed here, and what is not
Four applicant tracking systems publish an open feed, and 7,520 roles below come from 40 of them. Cap-exempt employers are almost never on those systems: of 117 universities, hospitals and research institutes checked, three answered. The rest run Workday, Taleo and iCIMS, which cannot be read this way.
A short cap-exempt list here is therefore a fact about job board software, not about who is hiring. For cap-exempt work, start from the employers whose petitions USCIS approved and go to their own careers pages.
